First of all, you will need to get a domain name and a website host so that you can actually put your page up on the internet. If you are just creating a site for personal use, you can try to save some money and time by using one of the free Internet page services that are available. Many times these sites have software that will help you to create your page even without knowing HTML. Usually free sites require you to allow ads to show up on your page.
However, if you want to use your web page for business purposes, it is better to pay for hosting and get your own domain name (rather than one linked to the parent site). It is more professional, and it will allow you to keep the same URL should you decide to change hosts.
You can create the page using a variety of beginner web design programs that are available for purchase, or use HTML in a program like Notepad, depending on how much time and effort you are willing to put into the process.
